Ok, I have a basic question about the above. In general practice are the s68 letters sent out to the clients/potential clients with only information regarding fees in it? Or can other information or requests for information be contained in them?

Well a s68 letter can be solely about fees as section 68 of the Solicitors (Amendment) Act, 1994 itself is only in relation to charges.

I wouldnt see a problem about putting anything else in the letter but there would be no obligation on the solicitor to do so.

Terms of Business can be incorporated into them but it's better to separate the two in my view ie have one S68 letter and one TOB letter given/posted to client.
