The Development Plan for whatever area the house is in should have a policy statement on the division of protected structures.

heres the problem unless you own the property, I have found that the planners/LA/ regulatory authority are not willing to engage with you, as its seen as prospecting on something you don't own..
Id recommend you get a letter from the seller outlining your interest/ intent or pretend you own it (sorry mods) and go & speak to the ConservationOfficerService

    best of luck

really your at nothing without a conservation architect to attend this meeting on your behalf (because I guarantee you'll you'll say something or suggest somethnig that will piss-off the conservation officers and jeopardise the whole project;), not kidding:) )

    best of luck

Thank you guys for advices. At lest now I found that this is a zone Z8 in Dublin city. But could not find a policy statement on the division of protected structures I checked links on this page:
    http://www.dublincity.ie/Planning/DublinCityDevelopmentPlan/Pages/CityDevelopmentPlan.aspx

I also try to find similar planing requests on www.pleanala.ie no luck yet ... search system they have is not perfect, so i decided to download entire site to make search using "copernic desktop search"

    I will contact conservation officer.

Also I think about a conditional buy - I buy if I or current owner get a required permission.
