My sons netbook, when switched on keeps the Caps lock on and won't turn off. I have gone into the control panel and keyboard tab and settings but everything looks ok. Running Win7 starter. Any ideas?

To fix the problem try to reinstall driver for your keyboard or simply delete it from device manager list, Windows will install drivers again.

As a workaround and diagnostic try turning CAPS off from on-screen keyboard.

Thanks for the reply, but how do I turn Caps off from the on-screen keyboard?

bring up your on-screen keyboard ("windows_sign + r" and type "osk") no quotes or from accessibility options and click Caps should be in the same place as on normal keyboard

Was anything spilt on the keyboard? Sounds to me more like a hardware ie keyboard issue than a software one, if the OSK can turn it off my guess is a problem with the Caps Lock key. Worth checking the BIOs though for an option for the default caps lock state on startup!

If it was a jammed key would the bios give a beep code, or is that only for character keys?

Interesting one, although I'm not sure the caps lock key has any significance during the boot up so its probably ignored. I had a m8 with a Mac that kept starting into safe mode, turned out the shift key was faulty!

I'm just after been told that a number of keys are not working all the time "a" " k" plus internet explorer is very erratic. Is it worth my while reformatting?

I'd say the keyboard needs replacing tbh, sounds like something spilled on it,

Since you said the a and k keys are also not working it's possible the ribbon cable of the keyboard has come loose slightly. It's rare but I've seen it happen. Usually you get a group of keys in the same area affected when this happens. If you know how, take the keyboard off and reseat the cable.

You IE acting up is most likely un-related. Do a virus scan while you're at it.

Would try all the fixes mentioned in previous posts, starting with the least destructive to most. From my experience, that sounds like liquid spill (probably one of those sugary / high-energy drinks)
