If you buy a car in the uk or the north, how long do you have before you have to change it over to an Irish reg? thanks

You can do it now if you want but you'll have to pay VRT. If you live in the UK, if you stay there for 6 months and return to Ireland you won't have to pay VRT.

It used to be on the 1st "working day" (of course these are 1/2 days in VRT office these days) in the state IIRC, but they've got the NCT guys doing the initial inspections now so I think they give you 30 days get on the NCT site and get an inspection date booked.
Incidentally they do look for a "Bill of sale" or something with the date of purchase written on it so be prepared for fines etc if you run over the time allowed and it gets picked up.
