Have you tried any Dog Socilisation Classes???

If not would reckon you should try them first if you , dog Parks are great BUT if your dog isn't socialised with other dogs you could well be taking at risk letting him off leash in an area with lots of other dogs.

OP, dog parks and dog socialization type classes are great for dogs who like to play but may not have much experience, but if your dog molests other dogs as you describe, he certainly should not be let loose in any surroundings just yet! He will distress other dogs (who might then develop their own problems) and he may get into fights.
I'd suggest first going for some quiet one-to-one work with a behaviourist, and gradually, in a measured way, teaching your dog to be more polite around other dogs.
Then, when he has more social skills, classes could work really well for him. But do be cautious that you choose a behaviorist and classes where they know what they're at... Too many dog "socialization" classes turn into mayhem when the not-very-good-instructor lets a group of unfamiliar dogs run loose together.
