I’m I right in saying that the only areas of foreshore you cannot shoot are nature reserves and the only ones on the East coast are Baldoyle Estuary Nature reserve and Rogerstown Estuary Nature reserve. I have checked on http://www.npws.ie/naturereserves/ and that is all that’s shown.

think you need a licence to shoot on any foreshore or government owned land check out the link http://www.npws.ie/licences/hunting/tohuntfaunainstate-ownedforeshoreetc/

Once you have a Foreshore Permit, and you are only on the foreshore, land near the shore is private and requiring permission.

There are lots of other reserves other than NPWS
If you were shooting birds on the foreshore beside Newcastle, bird reserve in Wicklow you would get some serious shooting but birdwatch Ireland wouldn't be happy.

So are tidal loughs and estuaries like the Murragh in Wicklow classed as foreshore.

If you could shoot broadlough you would get great shooting. I used to shoot some foreshore around killoughter about twenty years agon when I was a young lad and had some great shooting. Would love to hear if you get a few spots.
That whole coast from kilcoole, the breeches, Newcastle, broadlough and the murrough is full of wildfowl.
It does have several, what must be private reservers now though, so I don't know how you would fare, but hopefully you can still shoot there.
I guess way to go would be ring district ranger for wicklow and ask where in Wicklow is off limits, get that in an e mail and after that off you.
    Best of luck
