    I'm thinking of building one myself but with disc brakes, I've got a fork but you can sometimes pick up a carbon cyclocross fork on ebay for +-£50, of check out on-one bikes, pompino, kaffenback forks would work too (you can get disc tabbed), the kaffenback frame might be an option too but its got only 32mm tyre clearance.

    Normally comes with 32mm tyres and mudguards, so clearance may be OK for 35mm tyres.

    Not sure a touring frame would be ideal for cyclocross.

    Note the 135mm rear spacing.

    Heya - did you find a Cyclo X bike yet? I'm selling a Giant TCX (medium - 54/56). Fantastic condition, just got it serviced, new gear block, chain, cables AND upgraded the wheels to Ultegra hubs and Mavic Open Pro rims. Savage complete bike - ping me if you're interested or wanna see pics. I'll be putting up pics/an advert later on...
