If a developer is in breach of planning and should not be selling property is there anything a citizen can to stop him selling the property?

More specifically, let's say a developer was supposed to have ABC done before X apartments where sold. He never did that ABC and has exceeded X apartments. He keeps selling more and more apartments ignoring the fact he was supposed to do ABC.

What can be done to stop him to continue selling the apartments?
