hi i would like to tell me what android tablet is the best for me. I would like to buy it online or in Cork. It will be used for browsing the internet, email, watching videos and would like to have a few apps on it. my budget is €250 max.

To be honest, your best bet is to see what tablets are available for that price. What you have described can be done by pretty much every single tablet out there.

i have found a few more thing that i want it to have a webcam, usb port, minimum 10 inch screen and minimum 8GB hard disk.

could someone recommend one to me.

best dual core for the money. Have had an 70 Archos in the past which was quite good for its time when released but for the budget mentioned I would def be going with this. Hope this helps
