Troublesome kids in housing estate

I run a business in a housing estate, a creche. Living on the street where my business is are some troublesome kids, to put it politely. They block the road leading up to the creche quite deliberately and regularly cycle their bikes into my driveway and along the parking area designated to the creche. If they were injured or knocked down it would only cause issue for my business or one of the parents collecting or dropping off their child. I called the gaurds and they said they could speak to the kids parents but I feel they're the kind of people that either wouldn't care, or I'd only bring more trouble on myself. Anybody had any similar situations or know how to deal with people like this?
