My sister flight to Nepal for about to half year together with her boyfriend, coz he have there work agreement. She told me when she was home and waited somebody from service to come and fix internet while her boyfriend was out to work.
When the person came she been asked for passport copy, fingerprint, fathers and grandfathers surnames.
Similar situation happened when she went to shop and buy sim card for phone.

They explain its necessary. They don't ask for details like that when women is together with boyfriend or husband.

Is it legal action or something hides behind it?

I would be suspicious about all this.
