Cheated out of my grant?

I attended college last year and defered my place after six weeks.
After the six weeks, I cancelled my grant application (I still hadn't received confirmation by this point anyway!) So, I did not receive any payment at all.
They did not pay my fees and I didn't receive anything in general.

I was informed by my VEC last week that they are witholding my first payment because I was in college last year.
Even though I hadn't gotten any money?
This is €400 that I can't exactly afford to lose...

Apparently, they are holding it in accordance to the Student Support Act 2011.
I have read up on this act and cannot find any line that states they can keep money that I'm entitled to?

Just wondering if anybody can offer more info on this?

    Thanks a million!

students who started but did not complete a previous must do the same duration of study at their own expense irrespective of whether a grant was given or not - unless you have a gap of five years between the two courses.
These are the rules for 2011 and things are only going to get harder in the future.
