2 Radiators not heating

I recently had a new room built on the house. When a new radiator was installed in the room they system was balanced and I think all rads were working fine.
Now, two weeks later the living room rad is lukewarm (that one was definitely working fine) and two of the rads upstairs are remaining cold when the heating is on. I've tried bleeding the rads but it makes no difference.

    Can anyone provide advice?

Is there a valve turned off? Is there any flow that you can hear through those radiators?

I've turned the valves on those rads a couple of times but it made no difference. Can't hear any flow though.

The thing is, nobody had been at the rads prior to them stopping working.

Try turning the temperature up on the boiler and see if all the rads heat equally.
