The status of the Council of Orange within present day Roman Catholicism?

According to Fr Louis Bouyer (a brillant scholar and serious Christian) the canons of the Council of Orange are accepted today as binding within the RCC (or at least where in the 1950s when he was writing), but according to the Catholic Encycolpedia they were only ever tolerated by the RCC and infact some of them became condemned positions with the condemnation of "Jansenism".

Anybody know what the actual story with this is?

    Thanks.
