golden retriever in Kingsbry now

With collar but no name on it. It is an odd collar, looks like strap from bag as collar. Has that kind of clip on it. It is a red collar and it is a big bushy golden retriever and is not a pup. Looks to be old enough. Anyone know who owns it? I've never seen it in the estate before and been in this area a few years now.
