Good program for editing photo sizes?

    Hi all,

    I need to take a visa photo which has to be 600 x 600 pixels, and no bigger than 240kb, my cameras smallest setting is 640 x 480, next up is 2048 x 1536.

    I downloaded a prgram which allowed me to crop the photo size but the pixels still far too high.

    Can anybody recommend a good program for this, free preferably!

    GIMP on any platform, Windows, OS X and Linux.
    Open your image, resize it and crop. Save in the required format and compress to taste.

    You could probably do it in paint too.
