    Is it possible to turn on the YouTube Safety mode on iPhone 4??

    Not that I know of. Even if you set YT safety to On all the kids needs to do is delete cookies and it's Off again.
    Maybe look into getting OpenDNS working on the phone or some family filter.

    Open on the iPhone Settings> Wi-Fi
    Select the desired network by clicking the blue icon (>)
    In DHCP, DHCP, change DNS server settings to 208.67.222.222, 208.67.220.220
