I recently tried to get Financial suport for a funeral help from a welfare officer, but was given a Negative could anyone explain why?

Here are the figures : funeral was 5840.00
    life assurance 1700.00
    grant 850.00

there was a lump sum of a pension
rather than a weekly contribution for 4500.00

there was a credit union loan which was
    insured for 700

Cwo payments are at the discretion of the community welfare officer and as such they are the only people who can explain their decisions.
