Emergency tax help!!!

My girlfriend has got a problem with her emergency tax. I’ve looked on the internet and I can’t find the solution as her situation is somewhat unique.
My girlfriend started work for her first employer back in February and worked with the company until May (Got a new job). During this period she was on emergency tax for the whole duration due to P45 delays.
She than started work with the second company and worked with them from May till September. During this period she was on emergency tax again for the whole duration due to tax office believing she was still in the employ of the pervious company (Working two jobs) and P45 delays .
She is now working for a friends company running a boutique. Now this is the problem! Her current employer says that she should be getting the emergency tax refund (€1000) direct from the tax office as the problem occurred during the previous employments. The tax office says that it has to go through her current employer and then the employer claims the funds back at the end of the year. I know that her current employer would not have the €1000 at hand to pay out and not affect the operation of the business.
The best outcome is to claim the emergency tax back from the tax office directly, not affect her current employers operation and then she buys me a big Christmas present. Can anyone help??? How do we do it???
