Assuming it's reletively recent then that is the 120bhp 8 valve engine which is also in Vectra CDTi, Zafira, Alfa 1.9JTD etc. I had one in a GM product and had no major issues. It's common rail diesel technology whcih has now spread to most manufacturers. Others ill now come along and give you more specialist knowledge...

The main reason they are cheap is because it is likely that SAAB are going to go bust.

Saabs are quite a good car but are not very popular. Those that have them tend to buy them again but overall the market for them is weak. For that reason their second hand value has always been weak. Check out with previous owners of Saabs for their reliability or try Honest John on the net :p

Had a 9-3 for a year as a company car and love it tbh. Moved from a 3-series. It was an 07 with a 1.9 engine tdi I think and not the ttdi or whatever the dual turbo one is.

It's all about personal opinions I know but I'd put it up there with the 3 series and what I'm driving now (A4).

Saab 1.9 TiD is a Fiat multi-jet engine which is a good unit, it is available in 3 versions. 1.9 TiD 8v with 120bhp, 1.9 TiD 16v with 150bhp and 1.9 TTiD 16v twin turbo with 180bhp. The 150bhp can have issues and the twin turbo is rare.
