i have come accross "Request To Dispose Of medals" or something similar on medal index cards.

the meaning is clear but what way did they dispose of them. did the military do it or did the family?

    usually the military.

Generally, it was a case that medals couldn't be delivered for other ranks.

Officers generally had to claim their medals.

The military held medals till the late twenties,if they weren't claimed it's often mentioned on the MIC by an Officer to request the disposal of the medals. These would of been melted down and I've read somewhere before that some were given to the Indian Mint.Still doesn't make sense mind you to get rid of them when a family member or the soldier himself could make a request for replacement medals up till the eighties I believe.
