Depending on how it's scanned you may have an image embedded in a PDF or a set of text elements embedded in a PDF.

You can try using OpenOffice / LibreOffice to open the PDF and see what you can change.

Alternatively you could use a graphics editor (either one of the free ones linked to in this thread or a trial version of Adobe Photoshop Elements to create a new document, import your PDF into it, and layer whatever changes you need to make on top of that. This can be a bit fiddly if you've not use that sort of software before.

inside the reader check the security / properties of the document
a lot of stuff can be set to Not Allowed

NB, copyright exists when the document is saved so you may need to get permission from the copyright owner before you copy / edit large chunks of data from a .pdf

it may be possible to OCR it but you would probably need to print it to a virtual printer to get a format the OCR software could read.

pdfill is free and converts pdf to image for image editing.
    http://www.pdfill.com/pdf_tools_free.html

Other possibility is online pdftoword.com or similar.

It's not possible to edit a scanned document even when it's a pdf as what's probably happened is that the document was scanned as an image and converted into pdf. If the document was scanned with optical character reader software (ocr) it may have been able to convert the image into proper text but that's not what seems to have been done in your case I'm afraid.

yes as I said above. It's a scan image in a pdf so you will have to image edit and convert back to pdf. Or ocr etc.
