Passat fan belt issues

Thanks for reading. My 98 tdi passat just chewed up its second fanbelt in the last week.

Had a look under the bonnet and the tensioner is kinda leaning out at an angle and letting the belt slip off. Only replaced the tensioner about 6 weeks ago so guessing something is causing them to fail?

When idling the belt makes a rattling noise that goes when i rev the engine or turn the wheel slightly.

Ive just replaced the alternator pulley as the old one was siezed but didnt make a difference. When i had the belt off i noticed the PAS pump pulley had a bit of play in it, not in or out but if i turned it by hand, and it knocked a bit. And while steering the wheel seems to snap back as i turn it.

Anyone any idea? Is my PAS pump causing these? Any advice is really appreciated.

strange that the tensioner is at an angle, are the bolts tightened on it? I replaced my belt and tensioner a few weeks back due to the clattering racket it was making.
I think the PAS pulley might be an issue, that might be canting the belt a bit.
The tensioner still has some tension left to travel? It's not out to the last?

Yeah the tensioner is tightened up alright, and theres plenty of travel left on it. Im thinking that the PAS pump canting the belt is wrecking the tensioner.

Is the water pump in good shape?

Water pump is fine as far as i can tell. All i have to go on so far is the tensioner at a wierd angle and the rattling.
