Hotspot on htc desire hd.

So my main internet connection has gone and now only using my htc desire hd as a hotspot,im on 3 all you can eat,just the signal comes and goes.Im on cyanmod7.Is there a better rom for this or an app thats better. Can i use this in a dongle or something?When it does connect its usually good.
