I have a windows vista laptop. Ive deleted every personal file off it, all program files for unused programs and unused programs. Ive cleared temp files, done disc clean up, defragged it, even changed the reserve size for the windows backup system and there is still 26gb being used by god only knows what. Any ideas?

Probably the Vista Winsxs folder. And no, you can't touch it.

Absolutley no way of reducing it? 30gb not way to big?

Vista is a glutton for disk space, 30gb wouldn't be unheard of. You can try googling for a solution, bit I'm fairly certain it is untouchable - I found out the hard way. :)

Probably the volume shadow copies, or something similar. Vista was terrible for this issue, that over time it would eat up disk space for no apparent reason. Which is why frankly I moved off to Windows 7 when I first got the opportunity, having tried the release candidate and liking it very much.

That's the system restore function. You can turn it off or change the amount of disk space it uses.

When you changed the restore to the minimum did you do it by turning it off deleting all the restore points turning it back on again and creating a restore point.

If you just changed the maximum size it doesn't mean Vista necessarily deleted the difference between what it was and what you have now set it at.
