I don't think anyone here can read the mind of your insurance company. Only they can give you a definative answer.

What are you going to use this minibus for?
    Private or business?

Use their insurance. Is there some reason by Irish rental companies don't provide insurance with their rentals?

Is there any rental company in Ireland renting anything over 9 seats?

its for private use and not for hire or reward so that might help. its for a group of friends like.....

i'm talking to great island motors in cobh, they have up to 14 seaters and their rates are very reasonable in fairness

so must talk nicely to aviva in the morning :)
