from whos point of view? building regulations? which ones?

its 'public' from point of view of TGD B.

an argument could be made from TGD K point of view that is semi public
"Semi-public stairs means stairs used by larger numbers of people, some of whom may be unfamiliar with the stairs, e.g. in factories,
offices, shops, common stairs serving more than one dwelling"

but personally i would veer to the safe side and consider it pubic.

    It's public.

I'd be happy enough with semi public for the stairs depending on where they were exactly

    +1 ^
Did one before and thats how it was designed and built, and passed under the Fire Cert.

If you are only applying for permission now remember re the application fees, that they (Club) are exempt under Art. 157.1.(a) of the Regs, voluntary organisation.
