Need planning to move in to existing house?

    Sounds crazy but I have been looking at buying a structurally sound (with some roof repairs) small cottage. It has not been lived in for a number of years. There are no services but it has good road access and a number of neighbouring modern homes with services.

    We would be planning on solar water heating backed up with solid fuel burner of some kind. Rainwater and greywater filtration system, either by natural means or use of other filtration system. Compost toilet. Growing food and fuel on site. Electricity will be solar/battery store backed up with generator (our electricity needs are very low)

    The cottage is situated in Co Wicklow.

    I have three questions, if anyone can help that would be great before I go involving architects and planners if its a no go.

    If I bought this house do I need to obtain permission to use it as a residence considering that a) nobody has lived there for years and b) no services currently?

    Second question is do I need planning permission for a reed bed or other natural greywater cleaning system? (I am guessing yes on this one, and wondering how the planners feel about such systems)

    Third question is do I HAVE to put in a plumbed toilet for building regs or otherwise? Composting blackwater waste is a very sustainable method, though I understand its not everyones cup of tea!

    If the house is habitable and you are happy to live in it without services then you don't need planning permission to live there.

    Yes you need planning permission for a reed bed or other such system. The planners are usually guided by the recommendations of a Site Assesor as well as the Code of Practice from the EPA and whatever guidelines are in the current Development Plan for the area.

    There are no specific requirements for you to include a plumbed toilet, however you will be required to adhere to Technical Guidance Document G where the provision of "any sanitary convenience should be of such a design to allow for effective cleaning."
