    I have moobs. Cant wear a t-shirt without getting stared at! I'm 6 foot tall and slender everywhere else on me body, but my chest is abnormally saggy!
    options-
    give up beer- Ha! that's funny & not going to happen.

    surgery- maybe... expensive..(how much is it?)

    Exercise- being doing it for 2 years, not working

    Any help appreciated.

    Have you had it checked out by a doctor?
    Maybe they can advise something, if you're not overweight and if exercise isn't helping.

    Maybe switch your beverage of choice... beer certainly affects this.

    Maybe focus on some pec exercises? It won't get rid of any excess flab, but it'll stretch it across a broader area.

    What way is your tummy? I know you say you're slender, but do ya have a lil beer belly?

    Are you sure you're doing the right exercise? As in are you doing exercise that will tone your chest/pecs?

    Its a common problem, cutting fat + muscle gain will help to a certain extent, but there is very little you can do about puffy nipples or sag.

    In the mean time dress accordingly. Check shirts, shirts with pockets, avoid tight T Shirts, layering.

    It would help considerably, beer wrecks havoc on male endocrinology.

    I'd also be curious as to what kind of excercise you are doing and what your daily diet is like.

    It's a common misconception that this would help. It's not like the guy has saggy muscle.

    If it's something like bodyfat, then he can get rid of it with the right diet and a decent work ethic in the gym, if it's actual breast tissue then surgery would be the option.
