Atmospheric effects when the Moon is low to the horizon can given a strange hue alright. It depends on how much dust etc is in the atmosphere. When you are looking at the Moon low down you are looking through alot more atmosphere than if it were overhead.

It looks bigger when low on the horizon because of a well-known phenomenon called Moon Illusion.
