Windows XP drag and drop question

Will some kind person please explain to me why I can drag and drop files within some folders but not others. I have made sure that the customisation of the folders is the same. Thanks in advance

which folders ?

it could be permissions or the folder may be read only
right click on the folder to find out what it's settings are
