Renault Clio 1999 NCT Failure !?

Hi Guys.

The wifes car failed its NCT yesterday. Its a 1999 Clio which failed (just has to be returned for a quick visibility check) for the following...

ITEM: Stop Lamps(26)
DESCRIPTION: Visibility
REASON: Not Working
LOCATION: Middle/Rear

FAIL/REFUSAL

So that's the Brake Light over the boot. Its a light that has got like those 12(?) little leds in them. Had a look and ONE of the small LEDs is not working. The rest are fine. Its barely noticeable. The light works perfectly other than that. Is that a failure ? and if so where would I get a replacement ?

Can individual LEDs be replaced in this or would I need to get the whole unit ?

"Note: For LED matrix lamps, incur a fail for reason (2) above if less than 50% of LEDs are working in any single unit matrix"

So how the heck did it fail ? I checked the light half a mile down the road from the NCT centre (reversed up to a shop window).
