Stopcock Problem???

Writing this on behalf of a friend. She has a house that has been unoccupied for the last 6 years (inherited - needs a lot of work). She turned off the stopcock 2 years ago to prevent the the pipes from bursting during cold spells. No problem until today she discovered that the water is coming into the house and filling up tanks even though the stopcock is shut off, checked this myself that it is off. Is she responsible for the repairs to stopcock if it is broken or is it the corporation/council since it is out on public footpath. Personally I think she should get the water disconnected until she has the funds to spend on the house.

Isnt there any valve in the house , under the kitchen sink perhaps?

No valve under the sink. The water is coming in straight from stopcock under the hallway floor to the back kitchen. Tried to turn off valves in hotpress, too stiff and afraid of causing more damage.

Sorry you mention a stopcock under the hall floor?? I assume this is inside the house?

Can you find the main stopcock outside the house? Usually at the front gate? You should be able to turn it off here, you'll need a long key, can be bought for €5 to €10 in a plumbers wholesalers...

Sorry should have explained it better, the stopcock is outside the house on the footpath and the pipe from it is running under the hall floor into the kitchen. I turned it off with the long key but the water is still running in the cold kitchen tap.

Sounds like the outside stopcock wasn't turned off fully in the first place or is stuck in between.

How old is this house...you should have an internal stop cock somewhere.

Definitely the stopcock, rang the waterboard. Can't find any internal stopcock anywhere and the house is about 80-90 yrs old. Thanks to everyone for the replies, hopefully no more problems with it.
