can some one build a pigeon house in his back yard with out consent of the other neighbours? dont the drop bird poo everywhere?

does he need council permission and what about the right to have the bird's?

I have a concern that the neighbours no. 41 (were 39) will have person bombing on our washed cloths.

this is legit concern please help

The construction of a pigeon loft is not a specific exempt development (as far as I am aware) but I suppose people have got away with them simply as sheds.

If you are concerned/annoyed (and the pigeon loft has been built) you should contact the enforcemnet section of your local planning office and ask them to investigate whether or not the pigeon loft requires planning permission.

If the pigeon loft has not been built, you should still contact your local planning office and ask them what is their policy? Building a shed in the back garden is exempt from the requirement to get planning permission (with certain criteria that are set down).
