Building a vaccum photo stand

I'm looking to build one of these. https://www.youtube.com/watch?v=8bzm6S9I7GY Problem is that I'm based in Galway and can't seem to find any of the components. Does anyone have any ideas for alternative builds? I think my main problem is, is getting the elevated tray holder.
