    To my knowledge the regulations stem from a situation some years ago.
    The U.S. Navy sold for scrap an old aircraft carrier ( think it was the USS Coral Sea ) , the buyer took possession and sold it on to someone who sold it on again and ultimately the vessel ended up in China where it was broken up but not before the Chinese Navy took a good , long and close look at it !
    Although a WW2 era ship the Coral Sea had undergone several major refits and had served up to the 1970's so even in its poor condition it would have been very useful to a country seeking to build its own carriers.

    Since then regulations such as those in the above ad have been put in place to stop surplus military equipment falling into possibly unfriendly hands.

    Another recent example was the destruction of the US Navy's fleet of F-14 ' Tomcats ' - the fear was that spare parts would find their way to the only other operator of the type - Iran. Accordingly the scrapping was very closely monitored to ensure destruction of the aircraft and parts.

    Just checked and carrier in question was NOT the Coral Sea , dunno which one it was.

    The aircraft in question had been used as a military training mockup for the last few years....

    I assume someone (US DoD) has decided that as it is 'ex-military' then it must be scrapped. Somehow I doubt that it is airworthy!!

    I think the following words from the ad "All avionics, electronics, and engines have been removed" may have given ya a clue on that one ;)

    Actually thats not a picture of the plane in Question

    The plane in that picture is 5N-AAA and is actually our old friend EI-ASJ
    So the news people @ the global mail got the wrong aircraft as can be seen in the airliners.net pic below
