    where is the setting to turn on/off chat to friends only/everyone else?

    Log onto www.xbox.com and look in your account for online settings. Everything can be customized there.

    For anyone else who wishes to know how

    Home > My Xbox > Account > Settings
    Online Safety Settings >> Voice and Text >> Everyone

    Decide who to communicate with using voice and text on Xbox LIVE. This includes voice and text chat, messaging, and game invites.
