Lots of HGV in Dublin

I've just come through town and there are lots of HGV going up the quays so just be careful around them. The numbers are high so I imagine the tunnel is closed for some reason. It has also seemed to cause traffic to be slightly slower than usual so the number of people taking risks is higher too.
