    Moved to Comp and Tech.

I'm not quite sure what you mean? Do you want to upload a pdf, so you're able to post it somewhere else?

Get a sugarsync or dropbox account and upload it. Then copy the link and paste it to where you want.
    www.sugarsync.com
    www.dropbox.com

    In HTML it would be:
    <a href="url to *.pdf">Link To PDF Here</a>

, hard to know what exactly you mean though!

    Yep Dropbox or Sugarsync,

If you also had a Gmail or Hotmail account you could upload it to your Skydrive for Hotmail, or upload to Google documents for Gmail. On both you have an option to make a file public.

Example of uploaded and shared Google document
