Port Forwarding Router Issue

I have the WRP400 VoIP router and use Ocean Azotel due to my location. After a firware upgrade 4mths ago, the DHCP would not work on the router and after days of re-setting, Ocean gave me a static IP address of 169.xx after which the router works fine and assigns IP addresses to all the devices. Looking up the DHCP table gives me the full list of devices.
I know 169.xx is a dummy IP address but everthing is working fine since.

I am now trying to open ports for a device (Vodafone Sure Signal) and with no joy.

With the software from this website it states that the ports are not open.

    Any ideas?
