If I give access to a gmail account to another, is there a way I can maintain a level of control - so that only I can change the password?

I don't think so. You would probably be best of setting up a seperate account to share and then setup a rule within your Gmail account to automatically forward all incoming mail to the new account. That way both of you can access the new account, access any incoming mail from your account while also maintaining full control of your account. You can then remove the forward at any stage if required.
