Mr.Murphy was up in court charged with assault & battery on his wife.. "Mr.Murphy this is your 15th appearance before me on this charge of beating up your wife" said the Judge "Why do you beat her so often Mr.Murphy?".. "Well your honour" said Mr.Murphy, "I think its the longer reach, good combinations & superior foot work"..

Thats not a why, thats a how.

Depends on the extent. If its used as an excuse to give air to racist, offensive views or to incite hatred, its not politically incorrect, its just hate in disguise.
