I can receive emails with no problem.

When I send an email, I receive a reply from System Administrator with subject - Undeliverable.

    Message -
The following recipient(s) cannot be reached:

"my email address" on 24/09/2011 20:49
    Server error: '550 5.1.1 <my email address> Blacklisted by Spamhaus: http://www.spamhaus.org/query/bl?46.7.72.254";'

What is this? I got a new laptop and installed Office2010.

It maybe the outgoing server has been blocked (marked as a known spam server). What smtp server are you using?

EDIT: YOU NEED TO TURN ON 'SMTP AUTHENTICATION'

Sorry but I have no idea what that is? I need a very simple step by step non-tech answer.

So in outlook settings how did you set up the email account?
You should have added something like:
    smtp.boards.ie
    or whatever after smtp.
Also try tony's idea of authentication under account settings, more settings, outgoing server (tick box saying "my outgoing server requires authentication)

Although we'd be able to help more if you told use what email account your setting up such as gmail, yahoo, etc...

I don't remember setting up anything.

    I use eircom.net.

    In my settings I have

    Incoming mail server - pop.eircom.net

    Outgoing mail server - smtp.eircom.net

    Is this correct?

yes that is correct.I think it could be a firewall problem.I'm afraid i have to go out.But maybe cookie could help you.I used to be with eircom and i think the router ip is 192.168.1.1

    hopefully yours is the same.

Can you change the smtp to one of the following depending on if it's free or subscription email. Test again and let us know if it works.
    Eircom free: mail2.eircom.net
    Eircom subscription: mail1.eircom.net

in outlook, go to account settings, and edit your account. go to advanced tab, and change the smtp port to 587.
