Physical security - perimeter walls

I realise this forum is mostly about tech security, but I'm wondering what people think of as the best type of wall to perform physical security on a site?

Assume a (very) high security location with an outer fence (2-4m high) or wall, open ground, a security wall (5-6m high) and possibly an third wall or fence, inside or outside the security wall. Public/staff car parking and similar uses could be inside or outside the security wall.

I've looked at these various possibilities for the security wall - only one would be built. The problem is with the top of the wall which can potentially either provide grips or a resting place.
