can anyone tell me if it is true that giving a bad reference for a former employee is illegal? If so is it possible to do anything about it?

No, it is not illegal, as long as what they’re saying is factually accurate.
Some companies will only confirm employment and not performance, this to get rid of the hassle of problems that may arise from a bad reference.

There was a test case in the UK a few years ago where an ex-employee sued successfully over a poor reference and as a result of this many big employers will only confirm postion and lenght of service - nothing to stop someone giving a personal reference though.
