Hug? That's a straight forward dump. He lifts him, then drops him. Aint nothin wrong with that. Doesn't come close to being dangerous.

Nah. From that clip Cooper's head stays higher than his legs so no matter what he was never going to land on his neck. Plus, although it doesn't look like Healy controls his drop, he does control the drop in a way that puts Cooper down safely.

Players aren't required to place the tackled player softly on his back. It's only an issue when the tackled player has been put in a vulnerable position to begin with. In that case it's open to interpretation.

You only need to control the fall if there is a danger of the player landing head first.
Law 10.4.j) Lifting a player from the ground and dropping or driving that player into the ground whilstthat player’s feet are still off the ground such that the player’s head and/or upper body come into contact with the ground is dangerous play.

Seeing as we're talking about the technicalities of a rule, it would be a good idea to quote it I think:

    LAWS OF THE GAME:

    Law 10, section 4, part j:
Lifting a player from the ground and dropping or driving that player into the ground whilst
that player’s feet are still off the ground such that the player’s head and/or upper body
come into contact with the ground is dangerous play.
    Sanction: Penalty kick

    http://www.irblaws.com/downloads/EN/Law_10_EN.pdf

Then there is also the all encompassing dangerous play rule, but I don't think that tackle contravenes any law in the book. It's a text perfect smash actually, imo.

Edit: I'm faaaaaaaaaar to slow... :o

This type of tackle happens all the time in rugby, not sure why your singling out this particular one.

Notice how he uses his right hand to control the landing, if anything this is a safe tackle
