If someone parked a car that is leaking oil in an estate would they be in breach of any law?. Suppose the car had no tax/nct/ins displayed and is left there for months but driven occsionally what would be the situation

The estate issue is discussed here in the context of the Insurance issue and if the estate is subject to the Road Traffic Act.

If its a public or council estate the tax may also be an issue.

You can contact your local Garda station next time you see the vehicle being driven (if its got no tax/insurance/nct) or, if its a public estate, your local council if its got no tax. The council may inform the Environment section if it warrants it.

Leaking oil would be an environmental issue and could constitute a safety hazard. You could report it but unless it was bucketing out of the engine it's not going to be high on the priority.

If the car has no particulars on it you could report it as abandoned.

Most councils have a section dealing with abandoned cars.

The litter warden can deal with the oil issue.
