I went to do a driving lesson but realised the certificate they gave me isn't enough, I need to apply for a learners permit or something. What is the difference between a learners permit and a provisional license and which of these should I apply for now that I passed the theory test?

there is no provisional licence being issued anymore, they're all learner permits.
to get one, read the faq

You apply for a learner permit at your local motor tax office with:
    • the learner permit application form
    • eyesight report
    • theory test certificate
    • 15 euro fee
    • 2 passport photos

I need another 2 photos on top of the ones I gave them for the theory test? ****in hell, in Canada they just take your picture after you pass the theory test then they give you your learners license so you can do driving lessons. To get your full license you take the practical then if you pass they take your picture again and post you your drivers license. They give you an eye test in the building before you take your practical. How much do eye tests usually cost in Ireland?

Welcome to Ireland! Eyetests are usually around the €15 mark but shop around to get the best price.
