Touchscreen LCD monitors with Stylus?

Anyone know of a decent touchscreen LCD monitor that can tilt and has a stylus? I was looking at this but being ChinaVasion shipping is expensive and I'll pay customs on top of that. Was looking at this "AOC Multi-Touch 21.5inch" one on Amazon, but it doesn't seem to tilt back, and has no Stylus. Also wondering if…

Also wondering if touchscreens have a "touch resolution", i.e. should drawing on an LCD with a Stylus get pixel-perfect results?
