In a head on collision is the airbag or seatbelt supposed to stop you first? Is the airbag supposed to hit you before the seatbelt stops you or is the airbag there in case the seatbelt fails?

they are designed to work together !

When you are hit head on the seat belt will lock in place and tighten to restrain you as much as possible in the seat. Your head and upper body can still move forward so the airbag deploys to stop you hitting the dash in front. the head rest and seat will stop you jolting backward.
Best place to see all this in action is on youtube crash tests.
